In Adobe Photoshop 7+
1. Create an 800 by 600 px document, with black fill.
2. Create 3 lens flares, place them around the image, like so:

3. Filter>Sketch>Chrome, detail 10, smoothness 2.
4. Image>Adjust>Hue/Saturation, check the colorize box, use w/e color at a LOW saturation - i used 216 color with 20 saturation and left the lightness slider alone.
5. Layer> Duplicate, then click the eye to hide this layer. Select the background layer beneath it.
6. Filter>Blur>Radial Blur, zoom at 100, best quality. At this stage the image should look like this. As it is, this a great background effect, but we are merely using this as a lighting tool:

7. Image>Adjust>Levels, bring the center level slider down so that the middle input level box shows a value of 1.70-1.80.
8. Now click the eye again on the top, unradialblurred layer. Set its blend mode to lighten.
9. Duplicate this layer and set its blend mode to overlay.
10. Select the layer with the lighten blendmode, and go Filter>Distort>Wave, and leave all the settings alone.
This technique by itself does not produce very good looking signatures (at least IMO) but when combined with pictorial elements makes for a great background, especially for you people who love dark, evil sigs.
