Burning Music Quality

Of course when people are burning music, they want the best quality possible. For instance windows media player allows (as far as I know 128 kbps quality) Is there a way to improve this, or is there a program that does better than this, lets say you have music on your computer that plays at 192 kbps (very high quality good sounding music) So basically im losing quality when I move it to disks. Basically what is the best program to use? Is there better ways of doing it with windows media player? And is disc selection that you are burning too, that important?
