Eh, not a fan but I guess it is a theme. My first suggestion would be to drop a chimera or two and make every one of those Power Weapons Power Fists. Only want a Str 3 guardsmen is going to reliably kill T4 or higher models.

only a few units are able to take PFs in a guard army

The officer in a Command squad or Platoon Squad, Vet Sgt, Commissar in a platoon command, Lord Commissar, Priest

I have tried putting 2x PF in Platoon Command squads and you know what I discovered? They die before they get to use it.
The squad has:
A small foot print - 6 man
A low WS - 3
and a low T - 3

You will not normally stay alive to be able to swing.
Trust me... if I could take a PF on a commissar in a line squad I would, then ironically, it would look a lot like Orks, only with a higher Initiative, and fewer attacks.

On the charge a single 31 man blob gets 16x S4 PW attacks + 54x S4 attacks. The squad is Stubborn and has a re-roll able LD 9. And all attacks on the charge are re-roll able.

The only orders you will be giving with this army are... Run, Run, Run! and Bring it Down! The LTs will be making the blobs move pretty close to 11-12" every turn.

I had considered Al'Rahem as he essentially allows them to Fleet with his Like the Wind(shoot + D6").

Also the S6 I6 Rough Riders will be pretty nasty.

The biggest draw back is the Priests who if I'm not mistaken, each count as a KP. Blech!
